Improving social equity while optimizing parking enforcement operations
The City of Chicago partnered with Conduent Transportation to optimize parking enforcement and address inequities in fine distribution. Previously, disadvantaged communities often faced disproportionate citations due to limited data and assumptions in enforcement practices. Conduent introduced data-driven solutions, mapping citation likelihood by time and location, redefining enforcement zones, and prioritizing violations impacting safety and congestion. Since implementation, tickets in disadvantaged areas fell from 18.9% in 2020 to 17.7% in 2022, with city vehicle licensing violations dropping from 23.5% to 18.2%. The average fine gap between wealthy and disadvantaged neighborhoods also declined from $4.66 to $1.24.
