In 2018, the Louisiana Department of Children and Family Services faced staffing shortages and financial handling challenges due to government downsizing and attrition. To address this, DCFS expanded the scope of its Centralized Collection Unit, awarding Conduent a contract to process payments for Fiscal Services, Fraud and Recovery, and other programs. Despite delays from multiple hurricanes, phased implementation began in 2019 and concluded in 2021. Conduent adapted its OpenScan and KidSTAR solutions to handle over 20 payment types with secure deposits, electronic storage, error prevention, and timely mail pickup, enabling reliable, efficient, and scalable payment processing.
