The rise in debit card fraud has heavily impacted families relying on Electronic Benefit Transfer programs like SNAP, WIC, and TANF, as outdated magnetic stripe cards left them vulnerable to skimming and theft, often before funds could be accessed. In 2022 alone, California reported more than $50 million stolen from recipients. Conduent worked with states to modernize systems by issuing separate, EMV-enabled cards for cash benefits, protecting ATM transactions and allowing use at any retail point of sale. This approach improved security, safeguarded families, and ensured zero-liability protection, sparing taxpayers from covering losses.
