The report evaluates global case studies and identifies four potential solutions: dedicated drug funds, reallocation of earmarked taxes, public-private R&D partnerships, and social impact bonds. It emphasizes that solutions must be transparent, sustainable, and tailored to local systems. The framework aims to balance affordability, access, and long-term innovation.
