White Paper
A BOLD GOAL: RESHORING 25% OF SMALL MOLECULE API TO THE U.S. IN 5 YEARS
The API Innovation Center’s 2024 white paper calls for reshoring 25% of U.S. small molecule active pharmaceutical ingredients (APIs) within five years to reduce dependence on China and India. It argues that foreign reliance threatens national health security, as 83% of top U.S. generics and 90% of key antibiotics/antivirals lack U.S. API sources. The plan emphasizes adopting continuous and advanced manufacturing, leveraging idle U.S. capacity, building public-private partnerships, and incentivizing production through federal contracts. A coordinating entity is proposed to align government, academia, and industry, prioritize critical APIs, and ensure transparency, resilience, and patient-centered supply chains.
