Data Sovereignty by Design: Why Control, Not Location, is the Foundation of Trust in the AI Era
Actian argues that data sovereignty must evolve beyond simply controlling where data is stored to governing who can access it, how it can be used, and proving that policies are consistently enforced. Modern cloud, analytics, and AI environments increasingly blur geographic and jurisdictional boundaries, making location-based approaches insufficient. The paper recommends building sovereignty directly into data architectures through federated systems, rich metadata, data contracts, access controls, lineage, and auditing. It also examines governing vector databases and local AI under the same principles. Done effectively, sovereignty-by-design can accelerate innovation, support safer AI adoption, strengthen regulatory resilience, and build customer trust.
