Moving Forward: Innovative Funding, Procurement and Staffing Strategies for Infrastructure Modernization
As CIOs and other leaders in mid-sized cities and counties1move forward with plans to modernize their IT infrastructure, they may need to sharpen their strategies to reflect the changes, challenges, and opportunities that have emerged over the past several years. “The pandemic forced us to reassess our infrastructure needs and redefine what our infrastructure was,” said Justin Loose, CIO of Berks County, Pennsylvania, during a March 2022 Center for Digital Government workgroup meeting with other mid-sized city and county leaders.2 “It goes beyond just thinking about storage and compute. Now, we’re thinking about infrastructure in terms of things like analytic capacity and other enablers for our businesses.” For many organizations, cloud infrastructure investments have become a preferred strategy to meet modernization goals. To make the most of these investments, agencies need to make sure they are adopting the right funding, procurement, and staffing strategies. Doing so will help them accomplish IT and business goals for serving their communities.
