While governments need data for security, law enforcement, and public services, unconstrained or opaque access erodes trust, fuels data localization mandates, and fragments digital markets. The ICC calls for global principles to ensure access is lawful, transparent, proportionate, and overseen with effective redress. OECD-led efforts to harmonize safeguards are seen as critical to protecting privacy while enabling resilient, secure, and inclusive digital economies.
