This case study explored how the Washington State Department of Licensing (WADOL) modernized 1.5 million lines of COBOL code using Fujitsu NetCOBOL distributed by Adaptigent. Facing rising maintenance costs and outdated infrastructure limitations, WADOL migrated applications to a Windows and .NET environment while preserving existing business logic and minimizing operational risk. The modernization eliminated runtime fees, reduced dependency on legacy hardware, improved systems integration, and simplified maintenance. The project saved more than $1 million annually in hardware and software costs while helping the agency build a more scalable and reliable technology environment.
