Herefordshire Council faced significant inefficiencies due to its manual redaction process, handling around 3,500 planning documents and additional FOI and subject access requests annually. With each document averaging dozens to hundreds of pages, the team processed over half a million pages per year, requiring more than 7,000 hours of manual effort. Using paper-based methods and marker pens to redact sensitive information was time-consuming, error-prone, and difficult to manage at scale. These challenges highlighted the need for a more efficient digital solution to improve accuracy, reduce workload, and streamline document processing.
