South Tyneside Council and South Tyneside Homes secured £1.006 million through the Green Homes Grant to retrofit and decarbonise more than 246 council-owned homes, improve EPC ratings to C, reduce fuel poverty, and advance the Council’s 2030 net-zero ambitions. The project required a Retrofit Coordinator to manage assessment, strategy, design, installation, and handover in accordance with PAS2035 standards. Bloom’s NEPRO³ framework provided a rapid and compliant direct-award route, taking only 11 days from CRF submission to the contract start date. Payments were linked to project-specific milestones, helping maintain budget control. The appointed supplier also exceeded the original scope by providing PAS2035 accreditation training and advice to the Council and its contractors, support that
