Measuring Digital Trust: Supporting Decision-Making for Trustworthy Technologies
The WEF’s 2023 white paper on measuring digital trust builds on its 2022 framework, defining trust as the expectation that digital technologies and providers will protect stakeholder interests and uphold societal values. It introduces two measurement categories: progress toward digital trust goals (security, accountability, ethical use), assessed through external perceptions and behavior, and maturity of trust dimensions (cybersecurity, safety, transparency, interoperability, auditability, redressability, fairness, privacy), evaluated through internal governance and capabilities. These measures guide leaders, regulators, and investors, supporting continuous improvement, benchmarking, and future ISO-aligned standards.
